第47届世界遗产大会在法国巴黎召开，本文以2025年度申遗项目为基础，通过分析相关案例的突出普遍价值及其区划划定方式，结合咨询机构的咨询意见和大会决议，讨论了当下世界遗产保护领域中世界遗产基于可持续发展视角，在完整性叙事、风险管控以及社会参与等层面的划定趋势。本文认为缔约国与咨询机构在区划划定中的立场并非根本对立，而是一个持续对话、博弈与演进的动态过程。

The 47th session of the World Heritage Committee was held in Paris,France.Based on this year's World Heritage nominations,this paper analyses the Outstanding Universal Value(OUV) of relevant cas es and their delineation approaches.By integrating the Advisory Bodies' opinions and the Session' s resolutions,it discusses the current trends in the delineation of properties' boundaries for World Heritage protection from the perspective of sustainable development,particularly in terms of integrity,risk management,and social participation.This paper argues that the positions of State Parties and Advisory Bodies in the delineation of boundaries are not fundamentally opposed,but rather constitute a dynamic process of continuous dialogue,negotiation,and evolution.
